    Looks like eight straight (or slightly wider at the bottom) panels sewn together, zipper in the back, with five ruffled slits. For the ruffles, I believe the strips are curved when you cut them out, so that the edge you sew to the skirt has a smaller circumference, creating the ruffle/drape look.

    Everything Kiyaana said with one possible variation. It appears the ruffles are cut on the bias so they have a rippled appearance. I made a similar skirt but added a gore in the center back so it was extra full. I used lycra for my ruffles and was amazed by the amount of weight it added to the skirt. Lovely but heavy.

    Kiyaana is right. But I am not sure about curving the ruffles. I made a skirt in a similar style but the ruffles were chiffon and I just gathered them with no problem. I have seen this exact costume in action before it is lovely!

    The Belly Dance Store has a lavender version of this I wish I had looked at the construction more carefully. The "disco ball" costume had ruffles like this, too.

    This is a very different type of skirt, but the ruffle idea is similar to what I was trying to describe:
    flamenco skirt (tutorial) - CLOTHING

    I guess this method keeps you from having to gather, so less bulk at the seamline, plus works with the bias idea. (Although from what I understand, knits don't have bias, so wouldn't matter with this particular skirt.)

    I just took a look at a skirt I have which has the car wash panels. I believe the skirt is a Horis and Isis, and it may be an Abla knock off. There is no curve to the 'ruffles'. At all. And they were not cut on the bias. I double checked that. There is also very little gathering.

    The one thing which I did notice is that the 'chiffon' is more a Georgette crepe than a light weight chiffon. This will give the ruffles more drape.
