It depends on you. Personally, and I use battery powered candles, I have several glass votive holders for around the edges, I tend to attach these to the tray with double sided tape. Then I add what ever decorations are appropriate given the situation: flowers for weddings, fake snow and ornaments for Christmas, grapes and other fruit for summer, etc. I just try to be careful that the weight is evenly distributed.
You can also get plastic votive holders if that makes you feel better. But I would only do this if you are using battery operated votives.

Museum adhesive is also an option for holding items on the tray. A small container lasts for years and would be useful at home. A friend's cat was constantly knocking items off book shelves and the coffee table. She applied museum adhesive and no longer has to clean broken glass and china shards from the floor.

Re: Need Help Finding Supplies to Make a Candle Tray
I use battery-operated votives that come in plastic votive holders. I got them at Walgreens for like two bucks each. The votives are attached to the holders, so if everything happens to tumble down, it won't be too much of a mess to clean up. I don't think I'll ever dance with live fire, because you know what they say...if you play with fire, you're going to get burned! When I see a dancer with live fire, I'm so busy worrying if her $600 costume is going to go up in flames, that I don't enjoy the dance. But that's just me!
Other ideas of things you can put on a tray are flowers, fruit, jewelery, hip scarves (I did that once...it actually looks very pretty!), candy....

I know someone who uses velcro to hold the votives in place.
