Take a small spatula (end of a makeup brush, chopstick, thin tongue depressor, whatever) and dig deep. There is still at least another half inch of the stuff inside the tube! Put it in a small acrylic jar and use a lip brush or your finger to apply the rest...

I always begrudge throwing away a lipstick with that much left in it, so I've always just used a lip brush when I can't just apply the lippy direct.

Me too. I leave the lipstick in its original tube so I can remember which one it is ..l;, and use a finger tip at first, then a lip brush when my finger tip no longer reaches the far enough.
