chance "Bellas" in upper hip
In the Swappmeet-Thread many dancers are unhappy because the "Bella"-upper-hip is to small....There is a fine way to get up to 2 inches in every "Bella"-upper-hip:
In every Bella it is possible to change the upper hip up to 5 Centimeters (2 inch).
I try to declare how....please excuse my English, I`m not so perfect....
First take out elastic and separate the fodder from the skirt federation.
Than take the upper hip unter water, take an iron on it place and stretch the federation under the hot iron. You will see, after drying the skirt federation is stretched and stay in this length, because the federal insert recontruct new.

I suspect that you mean "waistband" instead of "federation"? (i.e., the German word for "Bund"?) "Lining" instead of "fodder"? (You were looking for the English word for Futter, right?)

Do you mean just to remove the waistband and then reattach it after the water & hot iron??

No, inside the waist everywhere is a thin material to cover the inside - this must be removed, so You see a strong white material. In this material is inside a adhäsive. And with water and iron it become smooth and You can stretch it and after cool down the adhäsive recombine and the material become strong again in the new size.

I think she's refering to a stiffner placed in the waist band that can be re-activated with water, stretched, and then it will re-harden again to the new larger shape/length

Another question, is it best to get a small section wet and stretch, and then do another section? Or do you soak the whole thing at once and stretch the whole waistband at one time?
