Two questions: Both about fabric
Question one: Has anyone attempted to make a full skirt out of spandex before? I'm thinking of a lightweight spandex, of course. Something like a circle skirt but with less circles (maybe 2 instead of 3)? I'm not thinking about trumpet skirts, but something similar to a sahar skirt, only fuller through the hips and thighs. Help me think this out...
Question two:
My next project is going to be a pink on brown bra and belt. I bought panne a long time ago, but it is not enough for both a bra/belt and skirt. However, when looking for more of the fabric I couldn't find it, but I found a similar color crushed velvet. So I will have a high quality fabric and a meh-quality fabric. Which one should I use for the bra/belt and which one should I use for the skirt?

I've made a circle skirt out of spandex. It takes a little more momentum to get it to do the cool spinny things that a chiffon or silk skirt can do but it works. Just be aware of the stretch, if it's a 4 way stretch the skirt will "grow" a little bit in both directions when you spin. If it's a 2 way stretch make sure that the fabric is stretching the way you want it to grow.

I made a circle skirt for someone once out of spandex and confirm what Tanya says. It works, but it's heavy.
In terms of your second question. Use the better fabric for the skirt and the "meh-quality" for the bra and belt. I'm sure you'll add some beading to it and that will cover some of the "meh-ness" of it. Your skirt will probably be unembellished so save the good quality fabric for that. You could also perhaps enhance the look of your bra/belt by picking up a small quantity of satin that matches the panne you've got and do some fabric rouching if that works with your design.
