Help to find a pattern for this dress

Perhaps this pattern could be adapted to make what you want. Scroll down to pattern number 3010.
You could probably also make that dress out of a formal gown pattern.

You know, I think it would be easiest (and possibly cheapest) to get a fitted evening gown, then embelish it to your liking. It's tricky to make a fitted bodice for an evening dress, but black evening gowns are so easy to come by. Vintage stores (and thrift stores, too) have racks of them. Then you could find something that fits you perfectly in the bust, or do simple alterations on something close. If you can't find the mermaid skirt, you could just get a simple black sheath and add several gores of black chiffon to get the mermaid skirt, which wouldn't be difficult. Black sheath gowns are usually easy to find at thrift stores.

Simplicity 2639 is going to require modifications. This pattern calls for woven fabric, not stretch, and it is shaped with boning, something that would be impractical in a belly dance costume. Dina's costume also has a built-in bra, so if you want that stability, you will have to modify the pattern's lining, too.
