Is this a straight skirt pattern or a slight flare?

IMO it's a print skirt with sheer godets or inserts. I believe this style is often called a mermaid style. Very flattering on almost everyone.

I've made a similar skirt before, I made a basic tube skirt from lycra fabric, then inset triangles of chiffon into the bottom half.

I think it's a straight skirt pattern with chiffon godets added to give the flair look.

I think of a mermaid skirt as being more fitted to the knees and flaring out more at the bottom. If you can find a copy of Simplicity's discontinued 4312 (assortment of ballroom and salsa dresses) or their current skirt pattern 4188, they have similar styles with longer godets that you could adapt.

agreed. Only difference is the cutouts and fitted hips

fyi - I've always called this style a mermaid, and the flared version (without godets) a trumpet skirt
