Its kinda similar to the costume Sadie and Jamilla has, can't remeber what the link to the webpage is, but I think it's something with Bazaar. =)

Not sure who may have designed it, but it looks fairly simple to make. Some kind of shiny, god like fabric with a slight leopard print design? Then some simple chain, beads, and charms added for decoration. Skirt looks like panels of different colored chiffon.
