would a 38D and a 36DD be the same? I'm confused. You go up a number down a cup? or the other way around?

Well, yes, sort of. The problem is that cups vary wildly from manufacturer to manufacturer. And with costumes the designer may use standard cups so each bra in that size is the same or use whatever is at hand or make his or her own cups. A better way to look at it would be that the cups on a 38 DD would be larger, deeper cups than those on a 34 or 36 DD of the same brand. Another way to look at is would be that it is easier to buy with proper cup fit and then remake or alter the chest bands than the other way around. Even in a dress with cups sewn in and embellished, you can cut off the chest band and add a new one or add a bra extender to increase the length of the chest straps but replacing the cups is more difficult.

If the cups on a costume measure inside 9" acrosss and 6 1/2" up/down would that fit a 36DD?

Don't know. You could always measure a bra that fits you and compare. I'm a Madame A gal myself and go by # of the cup marked on the lining.

Probably - Though it might be a close fit as far as being tall enough to cover the nipples.

Just for reference I measured two Egyptian bras that have numbered cups. A size 7 cup is 8" side-to-side and 7" from top to bottom. It fits my 40 DD with room to spare. The size 6 cup was 1/2" smaller in both directions. Fits the girls perfectly.
