    I am pretty sure that it is Hindeya.
    She danced in Cairo in the late 80s.

    I don't know who it is, but whoever it is, it looks like really old footage based on the hair, costume and styling.

    That is Hendeya (or Hindeya). She was really famous in the 80s and 90s and even got herself in a couple of movies and a stage play. She's very playful and even a bit flirtatious, but that's why people liked her.
