staticky veil?
What can you do short of rubbing it with a dryer sheet?

Static guard helps. I put mine in the dryer on low with a dryer sheet and that seems to help.

Lightly spray it with "Static Guard" before your show. Living in the New Mexico desert - Static Guard is a staple - I keep a can in my bathroom, one at work, and one in my dance bag.

I too carry a small can (travel size) of Static Guard in my gig bag for my veils and skirts. Because I usually wear tights, I build up a lot of static with my chiffon skirts...

I was also told to avoid wearing velvet when using veil.... they love each other a bit too much - always grabbing for each other.

You can also get a TINY amount of water on your hands and kind of pat your costume down. Just a tiny bit... It's usually the costume-veil interaction that gets that clinginess going.
Our local veil dyer uses a spray bottle of water to mist her veils a bit if they get staticky.

Above, plus, store the veil with a dryer sheet! NOT the foamy kind, the dry white sheets, works pretty well.

I was told that the static in the silk veils happens when all the humidity is gone.
so when you iron without steam, veils have a major static problem after. Same when you dance in the winter here and all the heating makes the air dry.
I put the veils I plan to use in the bathroom while I shower, since I was told about the humidity thing, and I almost never use the static guard anymore.
I find Static guard makes the veil kind of heavy after a few uses so I only use in desperate cases ...and in a crowded dressing room already filled with hairspray fumes , less static guard is good.

Run the veil through a wire hanger just before you perform. Make sure the fabric really drags across the wire. The metal will pick up all the excess electrons. You will hear the snap crackle and pop!
I have a friend who spritzes leave-in conditioner onto her silk veils before she performs. Since silk is a natural fiber, like hair, I guess that makes sense! I lent her one of my silk veils for a performance and told her it was OK to spritz it...it came back to me feeling a lot more silky, LOL.

I don't think I'm the friend you're talking about (don't think I've ever borrowed a veil from you), but I do this too--and I recommended this to our local veil-dying/selling friend who was having a little static problem recently. It works wonders! I find in particular Pantene's detangler works really well because it's a *very* light conditioner and it mists well (I tried one other spray conditioner from another brand that seemed to have a little more conditioning agent in it and didn't mist quite as evenly...the detangler was just a little nicer especially on the ligher weight veils.) ..g.:
Note--that's for SILK veils. Chiffon...I've never tried the conditioner thing, but I don't really use chiffon veils.
