As I pulled it out of the storage chest & unfolded it for pix, I realized that this is actually a 4-panel skirt, handkerchief bottom hemline, with both elasticized and double hook opening. The waist band, being elastic, is 26" unstretched, about 36-37" stretched...could maybe go to 38 1/2" if you move the hooks.

I am sorry you went to all that trouble. It is about 10 inches smaller than I would need. Thanks tho.
