I am not sure exactly what you are looking for. Most of us don't wear skirts for class or practice or to teach in because it is so important for instructors and students to see exactly what the legs and feet are doing.

If you are going to wear the skirt just for practice then I wouldn't worry about whether it is plain or has decoration. A single layer of chiffon is going to be pretty thin and will show your underwear. Circle skirts with slits come with slits the side when there are just one front panel and one back panel or slits over the fronts of the legs when two panels are sewn together in the back.

If all you want is a circle skirt to practice in, go to Good Will and get a thin cotton broomstick skirt and cut slits into the side. Or buy some inexpensive fabric and make a circle skirt. Silk Essence is a nice flowing fabric that is cheap, easy to sew, and comes in pretty solid colors.
