I think it could. There are 2 casings inside the hip band (one on each side) - with elastic sewn inside. Currently the elastic is just in there laying flat, but if you shorten them and sew them back, you can get 1-2 inches shorter, and it would still look good.
The hook in the back could go maybe a half inch in, but more than that would make it a little bulky.
