You would have to run elastic around the top to keep it up, I suggest that for all heavy skirts, it could be overlapped at the ziipper on the side, I did that with 2 of my bella's I just overlapped them and put those big snaps and it lays flat enough you can't tell, and because they were on the side like this it didn't throw off the V in the front and back!
As for the Bra you would need pads, I'm a small D large C, and I feel like I have too much boobage for my comfort, I would say the bra is a solid C, so B, C, D can get away with it with various levels of padding or cleavage!!
