I agree, you shouldn't need sticky tape, but it sounds like it's a little late to be undoing straps and re-sewing, so that may be the best temporary answer. I does sound like something's wrong with the fit of the bra. It could be to do with the length of the strap around the back, where the halter straps are attached to the bra cup, or where (or if) the straps that attach to the side of the bra cup and the back strap are located, or a combination of any or all. Generally, what keeps the top of the bra cups snug against your skin is a combo of where the halter straps attach to the cup and how secure the top side of the cup is ... pulling the top edge of the cup tighter across your chest.
