My experience with ordering overseas is the first time you order from them overseas, they don't know who you are and they don't know if you will be a repeat customer, so they tend to charge high the first time around. You can try and bargain/negotiate with her. For example, the first costume I ordered from Eman was totally expensive and I was too shy to bargain with her. The first time I ordered from Hallah, I just took her price at face value without asking for a discount or negotiating. The first time I ordered from Sahar I was bold enough to ask for a discount! Now that I am a repeat customer for all these designers, they give me better prices.

Ask for a price and see what she says. Then you come back and try and negotiate with her. Bargaining is part of the Egyptian culture, so if her price is too high for you, most likely she will give you a discount if you come back with a counter-price. For example, let's say she wants to charge $350, come back and say $300. Remind her that you have to pay for the international shipping ($50-$175 depending on who you use) and you will have to pay your bank a wire fee for them to do the wire transfer. But don't low ball the price just for the sake of doing it. Do it if its cost prohibitive to you. Sometimes the designers know this, so they intentionally inflate their prices when they quote you. I think Rania's price of about $300 sounds right especially considering that Eman's costumes can start at $400 and Amira's is at exactly $400. I would assume Hanan would be less than both Eman and Amira.

Also, I like you pic. Is that the costume you bought from Leila long time ago?
