That's exactly what I was going to say. If you look at pictures of women in bathing suits from the 50's and 60's, you'll see that most of them have a very marked waist. It's largely because of the tight girdles that were part of every woman's daily wear. After a while, the waist began to take on that cinched look, even without the girdle on.

Women used to wear girdles almost ALL the time. When worn tight enough and for a long enough period of time they were effectively doing somewhat gentle "waist training", like people do with corsets. Some women were born with that hourglass figure. More women back then seemed to have those proportions because their "everyday" attire included a girdle.
