Okay,
I'm tiny up top, A cup, really skirting AA, and I will admit, it has taken some doing, but I have mine fitting me really well.

What I had to do:
I bought one that is a smaller cup size to begin with, then I've added padding, I moved the straps in ever so slightly and changed the angle of them ever so slightly, and I've sewn in part of a wire coat hanger so I can bend it towards me and it wont gap out. I still need to line it, but it is fitting me quite nicely, has wonderful give when I dance about and gives me just a little umph, not a ton, but I don't have much to push around anyhow. I'll post photos when I have some taken.

You may also want to consider some of the more triangle top styles, which I think are even more forgiving of smaller breasts. Like this one:



Also of the ones I tried on, this one seemed like it might be one of the more reasonable to pad and make fit, but I had fallen in love with the blue one I bought and as tempted as I was, I couldn't afford a second one:
