Because it looks good. There is no accounting for fashion. If doesn't always make sense.
The above is basic costume construction information. All of it good. If you look at the bras on a professionally made Lycra costume, chances are there isn't any stretch to the bands. The lycra is simply used to cover the bra.
Other fabrics also don't hold up well to long exposure to sweat. We still use them to cover our costumes, but not as the foundation, the building blocks of them.
