I would do what Analathered suggests, but soften it a bit. Send them the letter, recapping the situation, mention that you haven't gotten the refund check yet, you know they're busy, but you could use the money for some current expenses. Commiserate with them a bit about what a hassle it must have been to change the workshop date.
If nothing happens in a week, then send the certified mail letter demanding a refund by a certain date.
With any luck, the first (nice) letter will pop you up to the top of their "to do" list and you'll get the refund.
