I just got a COOL asymmetric sleeveless floral dress with ruffly hem detail and some sparkly bits at a second hand shop for $20. You can usually find cute fitted stretch dresses with a bit of frill and/or bling that will do fine in the cheaper end of the market. The only danger is that they've all been tossed in favour of cute sacks, since they are the style du jour, but outlet and remainder type places will have something.
