I just learned this trick: You can sew grossgrain ribbon to the skirt leaving the sides opened, then sew a piece of elastic to the grossgrain that is half the lenght, attaching it to each of the ends of the grossgrain form the inside. That way, the tension doesn't show on the costume itself and you don't get wrinkles from the elastic on your skin. I only sew this on the sides of the skirt and this is enough to keep it in place-- not the back because there's usually a zipper on the back. I still always pin my skirts to my underwear.
