I use iTunes to convert to a wav (from CD or mp3) and then audacity to do the cut & splice.
I do a fair bit of editing (usually cutting out sections when I want a shorter song), and could do it for you. What do you need done? If it's really quick, I can do it for free. If it's more complicated, I'd be happy to do a trade of some kind (maybe for a CD you're sick of?)
