Not black--that will probably look to dark/fake on you. Black in powders and pencils tends to have a cool, greyish undertone that looks unnatural as a hair color, and that will be more evident against pale skin.
I'd recommend a dark brown--an espresso color so that it will be dark but have a warmer/brown undertone to it rather than the jet black. You may consider trying a brow powder rather than a pencil because you may find more color options and it fills in/covers the brow hairs a little nicer than pencil. In a pinch, a really dark brown, highly pigmented eye shadow can work as a brow powder.
I have very dark brown hair (almost blackish sometimes) and my natural brow color is black, but my brows are a little sparse at the outter edges and sometimes need a little fill for stage. And I'm not as pale as you. Still, I found that the darkest brown brow powder I could find looked more natural than black...on your coloring, I'd recommend stopping shy of black too.
