If I stretch it tightly it is 33". If the elastic was added to it couild stretch more.

Actually, I just went & checked, and if stretched semi-tightly it does reach the 34" on the tape measure without risk of injury.

Upper hip appears to be about 1" too small too, but I WILL loose this extra weight. Where you say "lower hip," do you mean the largest spot (e.g. booty)?

Lower hip is booty area about 8-10 inches from top.
