I would say 35 uppper and 36 lower hip, and you shouldn't get a muffin top :)

what are your measurements my dear and do you have pics of it on a body? I'm reconsidering this one b/c the other day I tried on a costume that looked too small for me and it was actually too big...i'm holding out some hope hehe

Hi, sorry I haven't answered but since the hurricane hit I've been out of electricity for three days now :(

Im a 34 upper hip and 38 lower, it doesn't have any stretch on the fringe around the knees but if you wanted you could cut a slit. :)
I'll put up pictures of the skirt on my body as soon as the power comes back on, (we were told it might be a week) I wont be able to put the bra on tho to take a picture b/c Im a C cup. But its a beautiful costume with a lot of sparkle!
