I can't quite visualise it, but I think I'd go for redoing the chest strap with something more supportive rather than trying to rebead the whole top.

Which direction are you oozing? up? down? sideways? I've only tried to make bedlah bras bigger, rather than dresses, so I'm not sure if my methods would work!

The ooze seems to be more on the side, under the arm. I've examined some Pharaonics dresses where the bras are just tacked in along the top edge, but in this case the bra is tacked in several spots as well as having some of the embellishment sewn through (which I didn't realize until I removed the bra lining. I am thinking that the chest strap may be the answer to hold things in a bit better. Afterall, it doesn't have to be incredibly comfortable for a long period of time. Just hold everything in for a few minutes.

True. Can the chest strap you put in come up a bit higher than the arm hole to hold that area in, or will it be too obvious?

I am going to try the wider strap first and see what shows. The dress is halter style (I am switching to regular straps) and so pretty much goes straight around the chest and back from the bra. I may need to add some matching fabric along the top of the dress for extra coverage. The rest of the dress is a great fit.

Now this is becoming to a co-operation and I'm gonna design a new collection for Classy and Curvy bellydancers.
We dont just need bigger size, but costumes that show our personality as dancers also.
