Gia is better at answering this qiestion than I am, but I'll try.
Get wide elastic. About 3/4". If you want, you can start with a 5" section of elastic on each side which is stretched over a 6" section of costume. This will take the whole thing in by 2" which shouldn't compromise the integrity of the design. You should be able to just whip stitch this in by hand with out any problem.
If this does not fix the problem, or you feel that you want it tighter, then I would suggest you do this from front of hip, back around, leaving the front area between hip bones as is.
If that still doesn't take care of the problem, do the whole skirt. And last resort would be to sell it!
If this intimidates you, call Kimmi's seamstress and have her take care of it!
