Trust me- black sequins aren't anywhere *near* sparkly enough. They won't really add anything much for all your sewing effort. I'd go for silver sequins instead.
BUT...
If it's your only top & you don't feel 100% confident about messing with it, leave it for now. There will be other cheap sparkly tops for you to wear & experiment with, as you get more & more into this dance.
for my taste, that top says "kuchi" more than sequins. i agree with beafarhana that black sequins will not give you the sparkle you desire, and may not give you the look you want on your only top.
from the pic, it looks to be brass/old gold accents. maybe try some brass little kuchi ornaments if that is your taste. [light weight. looks like a delicate top]
otherwise, maybe cut up an old bra and sew it into your black sequin top. then you will have two and more costumes are always better right :)
I actually like the way that top looks. But if you must add something, I would go for gold sequins. Make sure they are cupped (the ones with the raised edges) and not the one that just lay flat. The cupped ones are more sparkly because they have different ways to reflect the light.
Black sequins will probably look like black dots on this fabric.

Not only sequins I would but it depends on your personal taste a large sew on crystal in the rouching. Or spray glitter spray (light iris or silver)and keep the top as is. craft stores like joanns, or michaels will have it in their fabric paint section.
