questions about cleaning costumes

I have this cute white lycra costume with silver and gold sequins. I washed it in water with some woolite but totally didn't think I had to take it out quick so some of the colouring of the sequins and ink has runned out. Any idea on how to get this out and get it nice and white again?

Also I remember there being a post on spraying your costumes after use with a vodka solution. But just can't remember if that had to be 100% vodka, or vodka mixed with some parts water?

All info is welcome, thanks!

How I wash my costumes:
Please be advised to take this advice with all due caution:
I fill up my bathtub with cold water and the new woolite they make - the one that is color safe -
I put a SMALL amount in the tub.
GENTLY lay my costume in there and GENTLY push down on it a few times, lift it out, turn it, and repeat on the other side.
Then I IMMEDIATELY remove, fill tub with fresh cold water and repeat process.
Then hang or lay flat to dry with a fan running on it.

*I haven't tried this with my great loops however.
or any other sequin based bra and belt - yet.

Yes, someone please explain the vodka/water thing to me! I'm afraid to try it on my own. So far all I do is air-dry the costume parts that can't be thrown in a machine....
