There's a Madame X patter for a mermaid skirt.

One of Davina's books also deals with all kinds of skirts

I've used conventional patterns like this (Simplicity 4401):

Modify as needed - lower top edge to be on hips, make it a size smaller to be fitted (or try on inside-out and mark seams that you want to take in), leave a seam open to above knee in front for a slit, etc.

On this pattern, I wouldn't want seams in the center front and center back, so would modify those pieces.

Sounds more difficult than it is

You can also draft a pattern from one you own.

I second the Nadya's site, if you have time I highly recommend Dawn's book on skirts. it's only 8$ USD and explains everything.

I have also used this pattern (only the mermaid-y skirt though) I would definitely recommend it, only needed minor adaptations, definitely go a size smaller too.
