ISO White 25 yard skirt and earthy top

I'm looking for a white cotton 25 yard skirt or white cotton gypsy skirt and white earthy top to go with it. I would love to buy any of these in EUC. I'm a newbie dancing with the PURE procession in New York, and simply can't find a decent skirt under $40! Why do simple cotton skirts cost so much?

I'm 5'2, hips 34'', size 2-4 in regular clothes.
