I had a similar problem when I ordered from an online store. They kept emailing that it was coming etc. Finally it had been 6 mo and I stopped getting replies to emails and phone calls altogether. Basically they strung me along until they knew it was too late for cc charge back. Anyway, my mom works for a cc company in securities. She said to write a letter with any info (email correspondence etc) to my cc company and show I was waiting on the seller and had been strung along. They did do a charge back and I didn't have to fight for it. I would try that Wayauwohali.
