You could try Professional Beaded Belly dance costumes and Carnival

They used to give bulk discounts on their bra/belt sets.

you could try Turkish Emporium. I think they still have a wholesale deal where you can get 5 costumes for $499. I can't speak to the quality or anything though. also missbellydance.com had a similar deal at one point. IIRC, the TE doesn't guarantee the costumes wil be exactly alike or let yo customize sizes. But I think Miss BD was more flexible.

i highly reccomend joharah....i recently bought 8 costumes from her for my troupe and they were affordable, arrived fast..and not bad quality.

the only thing is i find that communiticating with her or her help (it wsnt joharah that i dealt with directly - another lady) is not always easy - they seem very busy so you only get 1 word replies in emails...so if you really need to know something its best to call - but they are good about answering calls and returning calls as well.

overall i was SUPER happy with my transaction and they have alot of sizes etc

i ordered silver and gold bra belts for the troupe and they had somethign that fit everyone!
