What does ooloo or oolooloo mean?
I have heard it in a lot of songs lately.

I think it's "tell him" and ooli is "tell her"--I could be wrong though. :)

no thats right..it means tell him...
the lyrics of the song are
ooloolouu , ooloulou baheboo....
"tell him, tell him i love him"
(its in masculine because most arabic songs, regardless of whether the singer is a man or woman, and regardless of wheather the words are for a man or woman , is sung in masculine..its pretty common..so although abd el halim is probably singing re: a girl, its still in masc.)
