if you have XP Microsoft Movie Maker should already be installed. If not then i recomment Virtual Dub

On Windows machines, the high-end ones used by pros are Pinnacle and Adobe Premiere.
Lower price - Adobe has a consumer version called Premiere Elements and I think Pinnacle has a cheaper consumerversion too.
There arebunches of free utilities on the web toothat do the job but often are harder to use and less feature-rich. But if youre good with tech stuff you can probably figure them out.

Depends what you want to use it for. To edit videos for youtube, the stuf I've exported from moviemaker looks fine until you upload it to youtube and then it turns to muddy crap.

Final Cut is great, but you have to do the tutorials. (Mac)
iMovie is supper easy out of the box - better if you are new to video editing. (Mac)
You can also do basic copy-cut-paste (and select-delete to trim) to edit movies directly in QuickTime if you get the $30 upgrade to Pro.
Adobe Premiere is a runner-up to Final Cut and is now PC-only (becuase they couldn't compete with Final Cut).
For basic free editing, do a Google search for "Adobe Premiere Express" which is a web-based version available through sites like PhotoBucket and MTV. This tool allows you to upload your videos to a website, but is limited based on how the particular website has configured the "Express" version. (For example, the MTV site is set up so you can remix music videos.) Note, the web-based version can be slower and lower quality than editing on your own computer.

I'm a professional editor & I use Adobe Premiere. I do recommend Elements for a good output.
I do like Macs & Final Cut Pro better, it's just not cost effective for me.
