There is a long way to do it. I'm not sure about a short way. You'll have to download the youtube video and then use video editing software to slow down the video. I know Windows Movie Maker will do this and it is a free download.

Yes, you can simply add slow after youtube in the youtube.com link and hit enter, and you can watch youtube in slow motion. :) Or just go to YoutubeSlow.Com :)

If you're using Windows 8, try Media Player Plus (available in the Windows 8 App Store). It allows you to open the video directly from YouTube (as well as your own local music and videos), then slow them down. It also adds the ability to jog the video forward or backward one frame at a time if you really want to catch additional detail.
